Nesta edição destacamos a participação do Institute of Public Policy em  eventos internacionais, a análise da execução orçamental de fevereiro e anunciamos os próximos eventos para poder marcar desde já na sua agenda!
Nos dias 13 e 14 de março, Joana Andrade Vicente (diretora executiva) reuniu-se com a
DG ECFIN e representantes de outros think tanks e académicos europeus, para discutir a agenda económica da Comissão Europeia. 
Carlos Farinha Rodrigues (presidente do IPP) participou no dia 19 de fevereiro, no encontro dos Multiplicadores do Pilar Europeu dos Direitos Sociais, em Bruxelas.
Foi anunciado pelo INE que o Governou “fechou” o défice de 2018 nos 0,5%, em contabilidade nacional. Este valor supera as previsões do Governo, mas está em linha com as nossas previsões avançadas na análise da execução orçamental desde outubro de 2018. Com esta confirmação temos novamente o “défice mais baixo da democracia”. Mas será que a dupla Costa-Centeno se preocupou o suficiente com as reformas e investimentos necessários que a economia portuguesa tem vindo a exigir nos últimos anos? Segundo o Tribunal de Contas, pelo menos em sede de planeamento não…
Por ora, a execução orçamental tem apresentado um comportamento semelhante ao do ano passado: uma evolução positiva, melhorias constantes, mas assentes num aumento da receita (10,7%) superior ao aumento da despesa (2,7%) que não consegue ser controlada como previsto. Não fossem os efeitos associados a fatores externos, e talvez no ano passado não se tivesse registado o défice mais baixo da democracia. Não pode também ser alheio o facto de, em 2018, se ter atingido uma carga fiscal de 35,4% do PIB, um novo máximo histórico.
No controlo da despesa tem sido determinante o desempenho da Segurança Social. A receita tem vindo a apresentar uma variação positiva, como resultado do aumento do emprego, que permite um aumento direto das contribuições e quotizações (na ordem dos 8,3% este mês). Mas, mais do que isso, o total da despesa com prestações sociais tem vindo, consistentemente, a ser inferior ao estimado, o que permite a este setor apresentar excedentes superiores ao previsto.

Relativamente à dívida não financeira dos Hospitais EPE, o Ministério das Finanças “descansa-nos” ao referir que os “pagamentos em atraso reduziram-se acentuadamente em 528 milhões de euros face a igual período do ano anterior, principalmente pela diminuição de 504 milhões nos Hospitais E.P.E”. O que não deixa de ser verdade. Pena é que tal feito foi atingido em grande parte por mérito de regularizações extraordinárias.
